Why.. Because it has the word "AMERICA" above the crown. I'm by no means an expert, but from the little I've read  there are no known American revenue stamps issued by England intended for the American Colonies known to exist.  There are only a handful of die trials that have surfaced..Thats what I believe this to be..or a variation of it. The stamp is worn which makes it difficult to see...The Word 'America' is very slight so I enlarged the photos and inverted one of the to try to bring it out There's no question thats its there...but it is very slight The best way to see it is to follow the vines on the far left over the top crest. The vine actually weaves over and under the letters of the word America...
